So if you want to add data pack in your server so download the data pack first And follow all of these steps

Datapacks in Minecraft are used to customize and enhance gameplay without requiring mods. They use Minecraft's built-in commands and functions to change mechanics, add features, or automate systems.

Step 1. Go To Server Files

Step 2. Go To The World Folder

Step 3. After Opening World Folder Find The Folder DataPacks

The Last Step
Step 4. So After Going Into The Folder DataPacks Just Click On Upload Button And Upload The File Or Drag The File Into That Folder.

How To Unzip Your DataPack File
So firstly check your data pack File if that's look like this 
so you don't need to Unzip that but if you open your File and see a Folder so yes you need to Unzip that so After uploading the File just click on 3 dots at the File right corner click at that and click unarchive and done
